Abstract New parton dynamics are expected to become important in the kinematic region of small-x at HERA. They are characterized by initial state emissions which are non-ordered in virtuality. Evidence for this feature is searched for by reconstructing mini-jets produced by the initial state radiation in deep-inelastic scattering events. Jets with p_t > 1.5 GeV are selected using the inclusive k_\perp jet algorithm in the kinematic region of 5 < Q^2 < 75 GeV^2 and y > 0.1. The reconstructed jets are used to calculate two observables: the mean change in $k_t$ per emission between the propagators of the parton ladder, and the mean transverse momentum correlation of the emissions with respect to the quark box. These observables are compared with the predictions of Monte Carlo models with ordered and non-ordered emissions. This is done both for an inclusive dijet sample and for a subsample containing an energetic jet in the forward direction, which suppresses the phase space for DGLAP evolution. There are indications in the data for an onset of new parton dynamics.
