  Results of an analysis of {\em inclusive} production of $J/\psi$
  mesons in $ep$ scattering at HERA in the kinematic
  region of the virtuality $2 < Q^2 < 80\:\mbox{GeV}^2$  are presented. 
  $J/\psi$ mesons are detected via their leptonic decays into two muons
  or electrons. 
  The cross section for the reaction $e^+ p \rightarrow
  e\:J/\psi X$ is evaluated as a function of $Q^2$, the transverse momentum 
  $p_t^2$ of the $J/\psi$, its inelasticity $z$ and the rapidity in the 
  centre of mass frame of the virtual photon and proton. The decay angular 
  distribution of the $J/\psi$ is analysed in the helicity frame. 
  The fully inclusive distributions and also those for the ``inelastic'' 
  region $z<0.9$ are compared to a leading order calculation with coulor
  singlet and colour octet contributions.
