\abstractbody{
A study is presented of inclusive $D^{*\pm}$ meson production in diffractive
interactions at HERA. Measurements are made both for deep-inelastic 
scattering with $Q^2 \ge 2 \ {\rm GeV^2}$ and for photoproduction
($Q^2 < 0.01 \ {\rm GeV^2}$). 
Approximately 20 ${\rm pb^{-1}}$ of data are used in the DIS analysis and
11 ${\rm pb^{-1}}$ for photoproduction.
The results are compared with 
a model based on a partonic pomeron 
as determined in a QCD analysis of the diffractive structure 
function, with perturbative QCD calculations of two gluon exchange
and with a soft colour interaction model.
