\abstractbody{
The result of a measurement of the proton structure function $F_2(x,Q^2)$
is reported in an extended kinematic domain at low $Q^2$ ($Q^2 >
0.1$~GeV$^2$) and intermediate Bjorken-$x$ ($x < 10^{-3}$) using deep inelastic
events with a photon radiation collinear to the incident electron,
collected in 1996 by the HERA experiment H1. The rise of $F_2$ with
decreasing $x$ is found to be less steep towards low $Q^2$ values. The
longitudinal structure function $F_L$ is beeing investigated using the
same sample of events.
