A measurement of the proton structure function $F_2(x,Q^2)$ is reported
for momentum transfer squared $2<Q^2<120$ GeV$^2$ and for Bjorken-x
values above $10^{-5}$ using data collected with the H1 experiment.
A QCD analysis of these data is presented. The cross section data extends
to large values of the inelasticity parameter $y$ and thus leads to
information on the longitudinal structure function $F_L$ at very low $x$
and $Q^2$ near to 10-30 GeV$^2$.
