Using data taken with the H1 detector at HERA, events with jets in the
final state are used to study the transverse momentum of the photon
remnant in photoproduction and low-$Q^2$ ($1.4<Q^2<25$~GeV${}^2$) events
in the region $x_\gamma<0.75$, where $x_\gamma$ gives a measure of the 
fractional momentum of the parton form the photon side. The average
transverse momentum of the photon remnant in the $\gamma^* p$ system
is found
to increase weakly  with $Q^2$ and with  the scale of the hard process
in both data samples. 
Different QCD Monte Carlo models are contrasted with the data.
