Abstract Previously published HERA-I data of the H1 and the ZEUS Collaborations on neutral current inclusive cross-sections for $e^+p$ scattering are combined in a range of momentum transfers $Q^2$, from about 100\,GeV$^2$ down to $Q^2 = 0.025$\,GeV$^2$. The combined data set is used as input to the measurement of the derivative ($\partial \ln F_2 / \partial \ln x $) at fixed $Q^2$ values and low Bjorken $x$. The consistent treatment of systematic errors in the joint data sets results in greatly reduced systematic uncertainties on the derivative as compared to the separate analysis of the H1 and ZEUS experiments. This results in the most accurate description of the behaviour of the proton structure function $F_2$ in the transition region between non-perturbative and perturbative QCD.
