Inclusive ep Scattering Cross Section at low Q2 and high y

Abstract A new measurement of the inclusive ep scattering cross section is presented in the region of low four-momentum transfer squared, 12 GeV2 < Q 2 < 150 GeV 2 and very high inelastisity, 0.75L and thus provides additinal constraints to the DGLAP evolution. The results are based on data collected in 2003-2006 with about equal luminosities for e+ p and e -p collisions which allows for high precision control of background processes. The new measurements provide about twofold increase in precision compared to the previous H1 results. The data analysis serves also as a preparation for the measurement of the longitudinal structure function from the HERA low proton energy run.
