Abstract A new Compton longitudinal polarimeter for HERA is under construction. It comprises a Fabry-Perot cavity located inside the electron beam pipe. A continuous laser power of 5 kW can thus be achieved leading to a backscattered photon rate of roughly one per bunch crossing. This 'few photon mode' will enable a very precise determination of the calorimeter response function together with very large photon statistics. A measurement of the electron beam polarisation at the per mille level is expected.
