Abstract A search for anomalous top quark production mediated by a flavour changing neutral current is performed in $ep$ collisions recorded at HERA. This study is motivated by the observation of events with isolated leptons, missing transverse momentum and a jet with large transverse momentum. The top decay into a $b$-jet and a $W$-boson is considered in both the leptonic and hadronic decay modes of the $W$. Five isolated lepton events are found to be compatible with the hypothesis of anomalous top quark production, which is to be compared to the Standard Model expectation of $1.4$ events. No excess above the Standard Model expectation is found in the analysis of the hadronic decay channel. An upper limit on the anomalous photon-$u$-$t$ coupling which could lead to single top production at HERA is derived. It is competitive with the corresponding bounds obtained by other experiments.
