Abstract The forward energy flow in hard diffractive interactions has been measured by selecting events with a leading proton in the range $x_{I\!\!P} < 0.17$. This measurement cannot be performed with the standard 'rapidity gap selection' of diffractive events. The results are used to quantify the loss of diffractive events by the rapidity gap selection, and to measure the effect of a rapidity gap selection on the forward energy flow. The observations are compared to predictions of the Resolved Pomeron model and a Soft Color Interaction model. They exhibit a very good agreement between the forward energy flow and the predictions of the Resolved Pomeorn model. The comparison of hard diffractive events in DIS and in photoproduction shows no differences in the energy flow, which are expected in models used to explain factorisation breaking as observed in diffractive $p ar p$ interactions.
