Abstract A new measurement of the diffractive deep-inelastic scattering process ep -eXY, where Y is a proton or low mass excitation, at the H1 experiment at HERA is presented. The data are based on a sample of 3.7 pb^-1 taken with unbiased triggers. The measurement is presented in the form of a 3-dimensional structure function F_2^D(3)(beta, Q^2, xpom) which is integrated over the region M_Y < 1.6 GeV^2 and |t| < 1 GeV^-2 and covers the kinematic region 1.25 < Q^2 < 60 GeV^2, 0.001 < beta < 0.9 and 10^-5 < xpom < 0.05. The results improve the precision at the lowest Q^2 considerably compared to previous measurements. They are interpreted through Regge-motivated fits and comparisons with dipole models.
